In discussion there was general agreement that these proprosals should be incorporated in an aide-memoire for the Governor of Hong Kong and the
Commander-in-Chief of our forces there. Further consideration of our
long-term policy for Hong Kong would be necessary having regard particularly to the likelihood that the run-down of our forces in Singapore and Malaysia
would be accelerated.
